A well-conceived lake management plan restores and protects the lake's beneficial uses. These include cultural uses such as swimming, fishing, and aesthetics-as well as environmental quality uses such as fish and wildlife habitat and water quality. To help guide the Pell Lake management plan's development, a series of use objectives were developed.
The following lake quality and recreational use objectives have been identified for Pell Lake:
- Improve water clarity for aesthetics, swimming, and other water-contact activities.
- Eradicate invasive exotic plant and animal species, notably Myriophyllum spicatum (Eurasian water milfoil) and Cyprinus carpio (common carp).
- Promote public health by reducing bacterial contamination of lake water.
- Enhance future lake management opportunities through public entity acquisition of additional lake bottom, shoreline, and near-shore/critical watershed areas.
- Enhance the quality of boating and fishing opportunities.
- Develop lake controls by ordinance.
